DARPG Hackathon 2019

ABOUT
Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions conducting an Online Hackathon for inviting innovative solutions for the Citizen Grievance Redressal Mechanism. The basic objective is to provide technology driven solutions to improve the grievance redressal mechanism in the country.

Registration
All participants and their team members must have to be a registered member of MyGov or OGD Platform. A registered user can directly login at https://event.data.gov.in or https://innovate.mygov.in and submit requisite details to participate in the Hackathon. It is expected that the participants would submit the real details and they have to confirm this before submission. A team leader and each team member can be part of only one team. Any one of the team members can create a team for participation.

Registered users of the Hackathon would be shared API links of citizen grievance datasets (anonymised and hashed) on their email id along with API keys for their restricted access. However, other datasets viz. registrant details, nodal officer details, both hashed as well as time series statistical data would be available on Open Government Data Platform (https://data.gov.in).

Structure of the Online Hackathon
  • Online Event will be conducted after announcement on 05-NOV-2019. 
  • There would be time of 60 days from the launch of the Hackathon to register and submit solution prototype in one or more categories 
  • Registration and submission can be done in any of the four categories i.e. Chatbot, User Story Map/Pipeline, Application system (web and mobile), Predictive Models. 
  • Before submission of solution prototype, participants have to upload their code in GIT (https://www.github.com) repository and demo/product video on YouTube or Vimeo. 
  • For online submissions, following items are to be shared for evaluation by DARPG:


  1. Link to the Solution Source Code Repository
  2. Solution File and/or related document in PDF
  3. Product Demo/Features Video Link
  4. Project Presentation in PDF


  • On closing of the online submission, entries would be evaluated and shortlisted in four categories i.e. Chatbot, User Story Map/Pipeline, Application System (web and mobile) and Predictive Models.
  • Potential solution prototypes would be selected by eminent Jury comprising experts from Government, Academia, Community, Industry, etc., which is to be identified and notified by DARPG. Shortlisted participants may be called for presentation to the eminent Jury Panel.
  • Selected entries from online challenge would be appropriately awarded and recognized. All shortlisted entries would be given appreciation certificate. All the participants would be given certificate of participation to be downloaded from the submission portals.
  • DARPG may plan to take the selected solution prototypes forward and decide on further adoption strategy for selected entries.

PROBLEM STATEMENTS FOR THE HACKATHON

Create a Chatbot that will help the Citizens to resolve their common queries related to filing a Grievance in the CPGRAMS portal (https://pgportal.gov.in) and expedite smooth submission of grievances.
 
Making the redressal process more robust and data-driven to reduce the Grievance submission and resolution lifecycle. Technology such as AI and ML could be used.
 
Improvise the quality of public grievance disposals for greater satisfaction of citizens
 
Create predictive models using datasets to smooth the Grievance redressal mechanism
